Executed under national policy mandates for e-government system localization, the initiative established an operational support infrastructure for China-developed systems, engineered to accommodate mass concurrent access by 50,000+ municipal personnel while streamlining platform maintenance protocols. This architecture achieved 99.95% service reliability through intelligent failover mechanisms and automated resource provisioning, effectively mitigating operational risks associated with immature domestic hardware ecosystems.
