Under the unified requirements of Shaanxi Provincial Cyberspace Administration, the province has conducted holistic design of the "Government Cloud Convergence" initiative and implemented upgrade transformations of existing e-government cloud platforms. This achieves the transition of Shaanxi's e-government construction model from self-built systems to service procurement, meeting the comprehensive objectives of modular functionality, scalable capacity, adjustable resource allocation, and measurable services. These advancements lay a solid foundation for "Internet+" government services, "Internet+" public services, and big data applications, while establishing the groundwork for unified provincial-municipal-county three-tier platform integration.

WinCloud implements organizational architecture construction and self-service approval cloud services for 21 business managers, 95 departments, and 360 business systems, enhancing operational/resource delivery efficiency and improving user service experience.

The cloud monitoring system evaluates resource utilization status, fault rates, and comprehensive service capabilities of the government cloud platform，provides foundational support for the development of strategic government operations.
